The amount of breast tissue isn't the only factor. There have been many girls who go big that start off with very average or even very small boobs. Genetics is another part of the equation. Some girls' tissues are able to stretch much more than others, regardless of size. For instance, the woman with the largest implants in the world (the girl in my user pic - she's even bigger now) literally started off with A-cup boobs. Seriously. While that is an extreme example (in more ways than one), the amount of breast tissue doesn't always guarantee a girl the ability to go big. Nor are smaller boobs necessarily a barrier to larger sizes.
Regardless of size, the biggest factor is going very slow and not jumping from size to size too fast. In most cases, that's where most women get into problems when they try going too big too fast. The road to big boobs is not a race, it's a marathon. Sadly, especially now more than ever, too many girls try going too big too fast before their breast tissues are able to properly expand and accommodate their new size. But yeah, there have been many cases of girls who started off small and went large. It just takes time, patience and being realistic about the time it takes to get there. 🙂
